I might be totally wrong, so excuse my ignorance or misinformation.

I am just wondering if it is possible to buy something online, without credit card, but over paypal, and pay that money in local combini?

I hope I explained this correctly, because I am really tired

basicly, I do not have credit card, but want to buy something on e-bay

Do you have a bank account in Japan? If you have one, you can use paypal with that. I'm not 100% sure, but I don't think you can pay your paypal bill at the local combini...

yes I do have this JP bank account ー ゆうちょ銀行 ー but I havent seen it as option for palpay but that would be nice, too

I believe I should have account in "real" bank?

When you are in your paypal menu go to my account -> withdraw -> add bank account.

They will then send 200 yen to your bank account including a code. This code is a verification code, that you have to fill in later on. It will take about 1-2 weeks before you can use your bank account with it though.

There are several online merchants that will allow you to pay them at a convenience store, but this has nothing to do with Paypal. Amazon offers this service and I believe I have paid for items on kakaku.com this way as well.
