Opening Rakuten/Japan Net Bank Account

Konnichiwa!

I'm a MEXT student and for the last 1 year, I used JP Bank account. Anyway, due to many limitations of JP account, I would like to open another bank account and get a debit card. I prefer online bank such as Rakuten or Japan Net Bank. I've tried to open a Rakuten account, anyway they refused my application even I have followed the guide provided on their website.

Have anyone here successfully opened a Rakuten/Japan Net bank? If you don't mind, would you please sharing with me?

I've already asked them the reason by email, but no reply yet.
