With some design tweaks, it might be moveable, like a visor. In the drops a person could tilt it down in front and use it like a fairing.

Generally, I would imagine that umbrella stands are quite dangerous in strong winds.

Just riding in strong winds is risky. Same for cars and people. Still zero visible enforcemnet in Saitama City. Police totally ignore cyclists.
