Meaning of 気の遣い

Hello,

If it is possible, please, kindly, help me to translate 気の遣い in the sentence below:

ずいぶんな気の遣いようだとおもったが、くまであるから、やはりいろいろとまわりに対するはいりょが必要なのだろう。

Maybe it is possible to translate overall sentence as:

I think he felt extremely anxiety, as he was a bear, but it was necessary to consider to face each neighbor in various ways.

But, unfortunately, I am not sure about meaning of 気の遣い. :?

Another difficulty is why な particle was used.
As I looked up in dictionary ずいぶん, it is not な-adjective... :?

Method of being considerate.

full sentence:
"He thought that he was being quite friendly, but being a bear, he clearly needed to think harder about how to interact with others" perhaps...

ずいぶん is actually a na-adjective.;-) (形動 is the abbreviation of 形容動詞 or na-adjective.)

［形動］［文］［ナリ］

１ふさわしい程度を超えているさま。また、いちじるしいさま。並でないさま。過分。相当。「―な御見舞をいただきました」「貯金も―な額になった」

随分（ずいぶん）の意味 - goo国語辞書

I think the subject of 思う is "I", as in nonezumi-san's interpretation.

No. You can't say 気を遣/使いよう, since "the pre -masu form of a verb + the suffix よう" acts as a noun. That's quite the same as 気を使い方 is wrong.

As for the verbs used with 気が, の can be replaced with が in adjectival clauses.
e.g.
気が利く（○気の利く人）
気がつく（○気のつく人）
気が回る（○気の回る人）
気が強い（○気の強い人）

気を利かす（X気の利かす）
気をつける（X気のつける *Incidentally, 気のつける人 can be interpreted as the potential form of 気のつく人.)
気を回す（X気の回す）
気を吐く（X気の吐く）

I was probably spacing out thinking of seeing 遣/使いよう in the よう sense of "method" or "way" - which of course isn't even close in this context.
