What is the function of か in 言うか
Is it a question marker associated with ように

The general meaning I get from the sentence is...
In the plan, such things as what time and which regions people should be evacuate are written.

この計画にはどんなとき、どの地域の人たちに逃げるように言うかなどが書いてあります。

か shows that the clause is an indirect interrogative clause, just like interrogatives or "if" in English, as in "I don't know who he is" or "Tell me if it will rain tomorrow".

Your translation missed 言う.

「どんなとき、どの地域の人たちに逃げるように言うか」 works as an embedded question within the sentence (which the answer to is written in the plan). Common in Japanese but may be more natural to write it in English as a statement rather than a question.

人たちに逃げるように言う = people be told to leave/evacuate

With the か particle, do you need to mention the question or is it a case of it being implied when you translate? e.g would I use this.

The plan is not for the public but for local official or something.

That's also an indirect/embedded question, so the answer is yes.
