Masters in japan - step by step

Hello!
First of all I would like to say hello to all of you as I am new to this forum! I feel lucky that I found it, I hope someone will help me with putting my plan together since I am kinda confused now ... here is my story:
I am currently a student of Finances and Accounting, finishing Bachelor's degree in June 2015. I have the idea of trying to get Monbunkagakusho scholarship to do Masters there. But I'm kinda confused with all recuirements, I thought its good to write here before spamming certain Universities :P
I have 2 possibilities right - applying in Embassy in my country or trying to get university recommendation. I think the second option is better one, right?
What should I do? Lets say, Im interested in Ritsumeikan university. Is it possible to apply for the graduate studies and Monbunkagakusho scholarship simultaneously ? I got confused.

i am studying Japanese, sitting jlptn3 this summer. after that I am planning to keep on studying... is it possible lets say to apply for masters in April and go there in october lets say, have intensive japanese language course and then study in japanese?
 
or you can apply to International University of Japan, which is in Niigata. They have tuition fee scholarship, and you can apply for ADB scholarship as well (which I got 3 years ago).

Because there is no requirement in Japanese :D

Or Ritsumeikan Asia Pacific University, where I have my bachelor degree.
 
I'd also like a step-by-step tutorial for applying for a Master's Scholaship but I just can't find one anywhere :(
