Map case translation

I posted previously about acquisitions from the MAX show in York. PA.
I was cleaning up the map case and found this on the back. Is this a person's name or the name of a war time unit? Thanks in advance for any assistance.

This one is tricky since the second character is 部 which means department. And I think the first character is a faded 服 which means clothing. So one might think it's the Clothing Department. But this is also the spelling of a common surname, Hattori. I don't think "clothing department" was used in this way. Plus it seems to be handwritten, not stamped. So I think it's the person's name.

服部 = Hattori. A common surname in Japan.

Edit: Oops, didn't notice that Mdchachi already got it.
