So the artist gets paid regardless, but you expect the translator to put in the work on a contingency basis? You do realize that the translator will own the rights to the Chinese translation, don't you? As it will be a derivitive work it can't be published without the consent of the holder of copyright on the original work (you), but neither can you use the translation without the consent of the translator (despite your owning the storyline and characters).
If you seriously think you have a marketable product here, you ought to get your ducks in a row regarding all arrangements and understandings about copyright, ownership, money, etc.
