when i got to japan i was told to watch this, some strange man on a subway told me "youll know what this means when the time is right"
what does it mean? what does OOOOH MAMA MIA mean?

That is kind of odd. It is an interesting movie. As for your question... I don't know.
 
"Mamma mia!" is a set sentence.

It's an expression that indicate positive surprise as well as negative surprise.

I think that English speakers don't say "my mother!"

I think you could translate it into English as "Jesus!" or "Christ!" as well as "good grief!"
