hi,

Does anybody know the best ways to access BBC World Service, Radio Canada, Radio Australia and the like (without the net or TV, that is).

Shortwave.... digital radio... something else?

I'm living in an apartment in Osaka (the shortwave signal might be really bad?).
 
A shortwave radio should do it.

For around $50US , you should be able to get a good shortwave radio. Usually they come with a long wire antenna (about 15 feet of wire on a spool) you use if the antenna on the radio is not enough. The bad news is, the best reception comes after 10PM at night. I have no trouble listening to Japan from here in Maine(US) on my shortwave.You shold be able to find a list of frequencies in a book or magazine, or on the internet. Good luck!
