Kumamoto City has postponed a proposal to amend its municipal constitution to declare foreign residents 'citizens' due to a tsunami of criticism. The city has received many complaints, including criticism that "it gave foreigners the right to vote". This change in definition aims to encourage foreign residents to participate more in communal affairs.




Instead of shelving and giving up on the proposals, why not educate their concerned and confused citizens?
