Kobe Toyo (need help)

Hey, I need a bit of help here.
I would like to attend college for Kobe toyo, during the April - September timeframe, And apparently the deadline is mid-march (i know, i still got a good 2 months), And everytime i seem to call them, i get a "dead call", And i'm getting kinda worried here, Cause i would like to get it done and over with so i don't have to worry about it later.
But, anyways, I live in the states, And i dunno if i have to press a number THEN their number to get a reach of them.
If anyone can help me, i would greatly appreciate it.

I've emailed them like a week ago, Got no answer back from them, And got no idea if they have read it or not.

And i don't know any other numbers in japan.

*Update*

I found out i had to put it a outside the US number, A japanese Area code, And a few other, and got like an answering machine... So i'ma wait a few hours cause it's like what? 4Am over there, so i would imagein it's quite late there, SO i'ma call em back.
