Hikari-machi is Chiba has since merged with the neighboring town and is now Yokoshibahikari-machi:

Luckily, it seems that Yokoshibahikari has a number of their town newsletters archived on the Internet in PDF format.
This one:
...shows an obituary for a Kawano Fumi (川野フミ), who passed away at age 65. Could this be your friend's mother? ("Fumi" is a common Japanese female name, and "Fumei" is not, so I suspect that might be a typo.)
Likewise, is your friend's name perhaps "Masao" (or something similar) rather than "Masai"? (the latter, again, is quite rare, I think).
This newsletter:
...lists a Kawano Masao (川野雅夫) as holding a local town government position.
About how old would your friend and his parents be now? Many of these newsletters list ages (though sometimes the years are unclear).
I also suspect that "Sugawasa" may be a typo of "Sugawara".
I may do a bit more digging after, but hopefully this will be a start.

In that case, I'd say there's a good chance that the 川野雅夫 above could be him.
The same name often appears in the context of a volunteer firefighting unit.

A quick search didn't turn up your friend's name, but you could try posting on the Facebook page and seeing if anyone knows him and could connect you.
It's a fairly small town, so even if your friend is no longer affiliated with the firefighting unit, I imagine it's not unlikely that someone on the page might be familiar with him.
