Tourism Japan to lift inbound tourism to pre-pandemic levels by 2025

On Monday, at a meeting of tourism experts, the Japan Tourism Agency announced a plan to increase inbound tourism to pre-pandemic levels by 2025, with travel demand expected to return in line with a recovery in global air traffic. It also seeks to increase the number of overnight stays in regional areas by foreign visitors from the 2019 total of 43.09 million.



 
I wonder how they plan to implement that plan? Seems like they will need to do something to help accomplish it as there are other things now that will affect it, like inflation both foreign and in Japan itself. The price of airline tickets sure isn't going down fast for one.
