Japan to bar tourists from taking JLPT from 2026

Tourists visiting Japan will no longer be permitted to take the Japanese-Language Proficiency Test in the country from 2026. Applicants applying inside Japan will need mid- to long-term resident status or special permanent residency. A residence card number and its expiry date must be submitted with the application. The JLPT is the world's largest Japanese-language test. It is administered by Japan Educational Exchanges and Services and the Japan Foundation, and has certified the listening and reading ability of non-native speakers since 1984. In 2024, 1.47 million people sat the exam, the highest total on record.

But from 2026, applicants without residence cards will generally be barred, even if they are in the country at the time of the test. JEES told The Japan Times that the change was driven by administrative problems linked to overseas applicants using Japanese addresses without permission or submitting invalid phone numbers. These made it difficult, and in certain cases, impossible, to deliver test vouchers and official score reports to examinees or to contact them directly.

While the new policy effectively shuts out most short-term visitors, organisers say some applicants without residence cards will still be able to sit the exam in Japan. Those exempt include people who have obtained Japanese nationality but are not native speakers of the language, individuals granted provisional stay, and those covered by the U.S.–Japan or United Nations forces agreements. Holders of "Diplomat" or "Official" residence status also remain eligible.

Sounds like a bad solution to a problem that, in the current age, could be easily solved by other means. I mean, really... how difficult would it be to validate an overseas address or phone number, and/or tell the test-taker that in the event their address is invalid, they may not receive their results. Why is this such a profound problem that they have to ban non-residents from taking the test? Honestly, isn't there some easier, technological, online solution?

Every new rule and regulation that comes out of the Japanese government seems to hark back to the time when there was an overt, deep suspicion of outsiders, a belief of self-superiority and unique refinement just waiting to be tainted by foreigners. When will the Japanese government realise we don't want their four, distinct seasons? We have our own!
