Is it acceptable to use joshi to refer to a 20-year old?

I read this here from a manga
(http://imgur.com/EuIMjUh) and it uses the word joshi and I believe the character it refers to is 20 so had me wondering is it fine to use joshi for a 20 year old or is that odd or uncommon?

No more odd or uncommon as using the word "girl" to refer to a 20-year-old. In other words it's fine and not unusual.

I wonder how many 女子短大 and 女子大学 there are?

(and how many of those 'evolved' by converting to coed since about 2000)
