The answer is quite easy. It's a measure of improbability and if you crusing at that improbability very improbable things are going to happen, just not too improbable. Up your improbability and really strange things start to happen, until you reach Infinite improbability, which will flip you to anywhere in the Universe or beyond. Which is, of course, hugely improbable. Just remember to take it slowly up to infinite improbabilty or you'll have sperm whales all over the place, and the same slowing down, or you might change into a penguin.
