I'm assuming he actually meant whether or not people use cheap-rate phone cards etc... but I could be wrong.

I get calling cards from noblecom they are usually pretty cheap and I haven't had many problems with them except that there's also a federal tax that comes out of your minutes, it's like $1.00 so just keep that in mind.
