It's the usual "Good luck in battle" at the top but no recipient and a bunch of names/signatures with the same handwriting.
Most likely a post-war (now vintage) souvenir as opposed to a real "good luck" flag held by a soldier. But wait for our resident experts to chime in.

Yeah - looks like a trash souvenir. The signature that is second from the far right is supposedly saying 東條英機 (Tōjō Hideki).

And you can also see a signature 小机首相 Prime Minister Kodukue on the flag, who never existed.

Here's the "same" flag as yours, thus, it seems a kind of mass produced souvenir flag.
