High Speed Internet For Apartment

I have Internet LAN in my apartment that is shared by all tenants of the building. However, the Internet comes to stand still in the evening and on weekends. My girlfriend said that this is because the Japanese government is now limiting downloading and Internet use.

My question, for anyone that might know, are there any Internet provides in Japan that provide high speed Hikari Fiber with unlimited downloading? My girlfriend said that as of a couple of years ago, most Internet providers now limit or put caps on data downloaded within say, a 24-hour period.

Any recommendations for providers?

Your girlfriend doesn't know what she is talking about. The apartment simply doesn't have high speed access. Complain to the manager. If you live in a small town or countryside, there may not be any option.
