Help with translation & preservation

Mt grandfather brought a flag back after occupation in WWII. The story is that it was signed by the villagers where he was stationed as he set up a school for them while her was there. Can anyone help with translating the writing as well as make suggestions for preserving/displaying it? I'm new to the site and not sure how to post a picture.

The flag is rotated 90 degrees to the right.

It would probably be expensive to have the stains removed and holes repaired , but I would do it as part of your family history.
