Hello from Scotland!

(Excuse the romaji, I'm on a rubbish computer and this is easier.)
I'm wondering about what I just typed as the title of this topic. I've been trying to get used to the different uses of kara and wondered if it could be used in this context? If so, how exactly would someone say "hello from Japan" or "goodnight from America" etc?

This brings up another question actually... Say Canada won a gold medal at the Olympics. In English I may say "Congratulations to Canada!"

This reminds me of the "Hello from Canada" problem I had. I was right about using kara, so I'm wondering if I'm right about using ni in this case? The first thing that pops to my mind is:

カナダにおめでとう!

Or can "に" not be used in this way?

おめでとう カナダ ! (Congratulations Canada !) I think is better. Usually particles are left out directly before おめでと.

I second that. カナダにおめでとう is not incorrect, but it's rather used in the context of something like カナダにおめでとうと言[い]う or "to say congratulations to Canada."
