The recipient's name might be 伊澤健 Izawa Takeshi (or Ken), but this could be one of the presenters.
A presenter was a kendo master. Also, there is a quote from a patriotic poem composed by a
samurai/scholar 藤田東湖 Fujita Tōko at the end of
Edo period. This passage is about swords, so the recipient might be a kendo trainee.
The location names 吉田村 Yoshida village and 上吉田 Kamiyoshida are written on the flag, but there were lots of Yoshida village in Japan(20 or so), and Kamiyoshida is also very common, so it's nearly impossible to identify the location.
The flag would be authentic, anyway.
