Encoding Problems in Thread Titles

I've had this problem twice now: when I start a thread with Japanese punctuation it turns into two verticle lines (comma) or one verticle line (period). I tried editing the threads, and I tried different encodings, but I can't get it to work. I'm starting to wonder if my browser (Safari) is the problem, because of the signature issues. Although, I did try fixing it in Firefox, but I didn't get any good results with that either. Maybe it's a Mac thing... boy I hope not.

So ther eis an issue with japanese fonts encoding in signatures, somtimes i get garbled characters. If I refresh the page then I may get the actual JP text. I am Using Firefox.

Update: I tried editing from a PC using both Firefox and IE, and none of that worked either, so I'm thinking it's got something to do with the forum.
