Do Japanese people handle disagreement and criticism poorly?

I'm wondering if this is a cultural conformity thing, or just a matter of etiquette. But the television here seems to rarely discuss controversial matters,and I almost never hear young Japanese argue about politics or talk about stuff like that. It seems in general most people do not publicly voice disagreement in Japan.
