"Diamond Dust"...?

Someone at my work brought in this box of cookie things from Japan. They are individually wrapped and they say "Diamond Dust" on them in English. The only other things that I could tell from the packaging was the names of two places, Asahikawa and Tsuboya. I know of Asahikawa because it is the Japanese "Sister City" to Bloomington/Normal in (where I live), which would possibly explain how it got here.

Any and all help would be much appreciated.
