certificate of eligibility

hi! Does anybody know how to obtain the certificate of eligibility for me? My wife is already in Japan but she did't know the Japanese language. She's there on a doctoral fellowshib. It is dificult? How long I must expect to obtain it? 10x a lot

Well I got mine when my company in Japan decided to sponsor me to come to Japan. They had to apply for it for me in Japan. Had to wait almost 3 months. I don't know any other way of getting it unless you get someone sponsoring you, but someone else on this forum might. If not just call you local Japan consulate and ask them.

I must go in Japan on a dependent visa... My wife, which is in Japan already, will sustain me into getting this certificate. Problem is because she doesn't speak Japanese. So she must know how to proceed to obtain this certificate.
