The two interpretations, an interjection "well" and an agreement "yes/that's right/you are correct", are both possible.
そうです can be used there instead of そうですね, but the nuances are different from each other. そうです gives a nuance of agreement "that's right/you are correct" more strongly. In other words, そうです can be used for agreement, too, thus, you can use "そうですね" instead "そうです" in some situation, yes. The nuance is not completely the same, though.
