It's used rather a lot for a word that doesn't exist.
It may not be a headword in very many dictionaries, but 解決 is a word and 力(りょく) is a standard suffix.
It may be a recent coinage, but it that appears in quite a few book titles, Amazon.co.jp: 詳細サーチ - 解決力: 本
Personally, I think there is such a word in Japanese.
