Any idea if it is Japanese or Chinese or the age of it. Any family history to go with it, like it was bought back during WWII or something?

Hi Frank, I am afraid that I took a gamble and bought this with absolutely no knowledge of its history, (don't worry it wasn't expensive!) I was just rather taken with the simplicity of it. The patina looks right to me so I would guess it has a little age, probably late meiji (if Japanese.)

More people are on JREF during the weekend, maybe someone will give us some info. Maybe it will turn out to be Chinese instead of Japanese? I at least would like to know what the writing says.

I'm no expert at antiques, but a Google search showed that the name on that bell is Nishimura Izumi-no-kami, a famed bell smith of the Edo Period. He reported created bells for shrines, etc. He represents a family of bell smiths.
However, you have to be aware that there are many forgeries that claim to have been made by famed artists and craftsman. If it was cheap, maybe it's not the real thing. The only way you can find out is to take it to the experts.

This is the authentic work by Nishimura Izumi-no-kami in Myokyoji Temple in Asakusa, Tokyo:

You will notice that these items have etched ﾂ青ｼ窶伉ｺﾋ彗ﾂ静ｲﾅｽﾃｧﾂ催ｬ (meaning made by Nishimura Izumi-no-Kami) rather than ﾂ青ｼ窶伉ｺﾋ彗ﾂ静ｲ窶伉｢ (manufactured by Nishimura Izumi) in yours. It seems that the items highly likely to be authentic has the former etched. So, the latter (which was on yours) could be made by a totally different person. That's why I said you need to take it to the experts.
