Book confusion

Hi there. In my book I'm currently doing comparative sentences and have come to a point of confusion.

My confusion, is why on earth どこ is being used to say ' which ' in the example sentence. I thought that どこ meant ' where ' so surely this can't be right?

どこ still means "where" in this case; a more literal translation of the sentence would be "Among Russia, France and Japan, where is the most cold?". The authors simply replaced "where" by "which country" to make the English translation sound more natural; you'll notice the original sentence doesn't contain the words "country" and "climate" either.
