Not quite. For "want to do," you have to put the verb in the masu form (習い, in this case), then add たい. So 英語が習いたいですか would be "do you want to learn English." But that's a pretty direct question, so its use is limited. It may be better to say 英語を習いませんか, especially if you're inviting someone to do it and you don't know them too well.

isn't "英語を習いませんか" "You don't learn English?" It doesn't make sence...

okay, to ask a lot of random people, "Do you want to learn English?" would it be:

We make an invitation by using a question phrased in the negative.
maybe you could think of 英語を習いませんか as "won't you learn English?" to help understand it.

Eigo wo naraitai no desuka ? is fine and expresses an appropriate level of politeness. Just keep in mind other phrasings exist depending on the situation.

If you're in a position of encouraging them to learn "Don't you want to...."
"would you like to" ? than naraimasenka? is appropriate.

Depending on the situation using naraitai desu ka would be less appropriate than naraimasenka.
To translate into Japanese we translate meaning, not words. Where we say 'want to', they won't necessarily use 'tai' in Japanese.

Unless you are talking to very close friends who know you and your habit and manner of speech well, question ending 「～したいか」 sounds as if you're interrogating people, not at all inviting or suggesting.
In other words 「英語を学習したいか」 sounds very rude and a bit threatening, too.

If you would like to invite people to learn English in a friendly atmosphere, not scare them off or offend them, you should use politer expression.

Also in this case, 習う, 勉強する or 学ぶ fits better than 学習する.

Won't you learn English?
英語を勉強したくありませんか
Would you like to learn English?

そうですね、「習う」というと誰かから（先生から）教わるということを前提としていると思います。
教えてくれる人の存在を意識したことばですね。
おっしゃるとおり、「勉強する」は本人が勉強することだけに焦点を当てているように思います。
「学ぶ」はふたつの中間くらいかな。私個人の感覚ですけれど。
Ｆｏｒｕｍなどで英語を勉強したい人を募集するなら、当然英語を教えてあげますよ
という意味もあると思ったので「習う」もいいかなと思いました。

Yes, when we use the word 習う, we are aware of the person who teaches.
It is more like "learn from someone (teacher)".
勉強する is more focused on the activity of learning itself.
Maybe 学ぶ is something between these two? It's what I feel myself.
