Asian drawing, is this authors name in Japanese? What is this lang?

This is the authors signature and the painting itself looks japanese or chinese but I'm just guessing. Please advise and thank you.

Yes, it is Asian. There appears to be six characters there, of which I can recognize two. Unfortunately, that isn't enough to be sure of the language or whether it is the artist's name or not.
 
Better yet, take a clearer, higher resolution photo.
 
Answering this question would have been much easier if you had submitted a higher quality image, but I believe I have deciphered the writing. I believe it reads 上海王承勲繪, which translates as Shanghai (上海) Wang Chengxun (王承勲) painting (繪). It appears that the artist is Wang Chengxun (Wang is the family name), who was a Chinese artist. You can search for that name on the web (using either version of the name - Roman or Chinese characters) to view some of the works of that artist, to confirm it is a match with yours.
 
Even just "in focus" would have been nice...
