I was asking a pen pal if he understood english, and this was his response.

あまり分かりません。レスは新たにお願いします！

The first part I understand... Amari wakarimasen: "I'm not very good at understanding"

But what's the second part's meaning?

"Resu ha arati ni onegai shimasu."

Please give a new response?

My guess is that you wrote something in English in your last email and he hasn't understood it and wants you to send it again in Japanese.
