I wonder why the long wait to start using it? Ten years would seem to make it a bit dated by the time it actually will get used. Waiting for a line extension seems like a poor reason.

The extension of the Hokkaido Shinkansen Line from Shin-Hakodate-Hokuto to Sapporo seems to be the only reason for the delay. And it seems very likely that by that date the Alpha-X will still be the fastest train in service as the Maglev line between Tokyo and Nagoya which was scheduled to become operational in 2027 will be further delayed.
