The meaning is close to 光で透ける, so it's "the light passes through her hair".

光に透けて紫紺に輝く、色素の薄い髪。

Hi. Do the two にs in red in the above sentences have the same fucntion? If they do, how should I understand them? Could you refer me to a dictionary entry?

Yes, they are the same in function. に indicates the state how/in what state the subject shines there.
