Autocracy and Consensus: Aspects of Hōjō Rule in Japan’s First Shogunate 2025-11-01

The Kamakura shogunate (1185–1333) is typically portrayed as the advent of autocratic rule by the Hōjō family , who dominated the regime's administration, rendering the nominal ruler—the shogun —increasingly powerless. One of the most influential approaches to elucidate these developments is found in the work of the late Satō Shin'ichi. The historian postulated a three-staged process outlining the evolution of the Kamakura polity: a shogunal-patrimonial autocracy, an era of consultative governance, and, finally, a new type of "autocratic" rule by the headship (tokusō ) of the main Hōjō lineage. The final stage of this 'tokusō autocracy' has been characterised by three core aspects: (1) institutionalisation of the lineage chief's personal council as the highest governing body, (2) tokusō hegemony over the widerHōj ō lineage group, and (3) creation of a personal network of vassals who occupied key positions in the shogunate administration. However, Satō's research must be seen in the broader context of his work, centred around two general concepts: arbitrary decision-making by a single entity ('sensei') and consensual decision-making by a collectivity ('gōgi'). These two concepts should be interpreted as dichotomous, ideal-typical constructs that determine premodern historical polities. Consequently, this paper outlines the validity of this conceptual framework for a transcultural approach to premodern political history by discussing several key topics in shogunate history, centred on the decline of direct shogunal rule and the emergence of council government.
