On Halloween Eve, Shibuya was filled with people in costume enjoying the evening, even under stricter safety measures. Tokyo police dispatched several hundred officers, including the well-known "DJ police," to direct crowds and prevent the Shibuya Scramble Crossing from becoming too crowded. Police said that one man and one woman were arrested on suspicion of obstructing officers during patrols. In a separate case, part of a restaurant's roof was damaged, but officials noted that the night passed without any serious incidents.







Poor Hachiko had been blocked off for the third year in a row.
