Under pressure

In English we have the term under pressure to mean urgency.
In a Japanese dictionary I found the word きゆうせつ.

I was wondering if that has the same conatation.

If so would the sentence ...

日本の政府はきゅうせつですか

Mean is the Japanese government under pressure?

I've seen 圧力 used as well. So would

日本の政府は国際社会から圧力している

Be a better way or even the right way?

圧力 can't be a -suru verb. 圧力を受けている is correct.
