Excessive gas (LPG) prices

I'm scared with the price of my gas bill every month. Can anyone help me to understand why is it so expensive?

Before moving I lived in a place with electric water heating (Mitsubishi Diahot). It was a standard heater, not a heat exchanger type (which saves a lot of energy). This october my energy bill came only 1000yen cheaper than in april (also a cold month), when I lived in the other place - and I have no new electric appliances. So I guess I was using around 1000 yen of energy for electric water heating. But after moving my gas bill comes always around 5000 yen!

The gas bill only says the amount of gas I used (4.4m3) and the price (4700yen), there is no mention about an fixed price or anything else. The company is Maruhachi ( ﾅ?窶敘ｽﾂｮ窶ｰﾃｯﾅｽﾃ ﾅ?ﾃ帚?敖ｪ ). Most of my friends here pay around 2 thousand.
I also coudn't detect any leaking in the piping (and I checked if the meter changes after 1 night without using the gas, it doesn't).

Is that amount of variation in prices inside the same city normal? Is the gas 5 times (!!!) more expensive than energy for heating? Is there any tankless electric heating system that fits in the same space as the gas one? Has anyone tried changing to electric before?

Also I just noticed a strange thing... my gas bill says 0 yen in the leasing fee (and any ohers fees, which I cant read). The only fee I actually pay in the gas bill is the gas use. But the month before I used almost 1m3 less and paid around 200yen more! That makes no sense. I will ask a japanese to check that for me tomorow. I just can't understand the gas company!

Sorry, the last time I checked the forum I was still living in Brazil, thats why it was also showing that I never been to Japan. Forgot to change that before posting.

If all other things are equal with you and your friends, consider this:

How do you shut off the gas to your stove? There are the switches on the front, of course, but is there also one in the back where it enters the kitchen?

Do you have gas heat for a shower? If so, do you shut that off when not in use, too?

How about a gas water heater in the bathroom? What is the setting? Do you wash a lot of dishes, which would mean using that hot water in excess?

What exactly is included on your gas bill? Kerosene heat? Is that turned on or off at night? During the day?
