I feel like it should be で but I'm not completely sure. Also TIME かかります。What does that literally translate to? I was just told to use it.

Only 電車（でんしゃ）で is valid.
行く (to go) is intransitive and cannot take direct object thus でんしゃを is incorrect.
And you cannot omit で to express transportation/method.

二十分かかります it takes 20 minutes
かかる means time/cost/effort are required/spent.
