Where are the skaters?

In accordance to the "Where are the breakers?"-thread, I would really like to know where skateboarders in Tokyo hang out. I've seen photos from Harajuku but I've never seen anyone there. I'd also like to know good skateboard spots.

Are you allowed to skate anywhere (unless there's a sign saying it's forbidden)? Or would someone call the police saying I'm destroying property?

Is there any parks in Tokyo that are free? I found some on the net but all of them cost like 1,000 yen each time.

I haven't got myself a board yet, since I recently moved here, so any tips about good shops are appreciated. I've only seen one in Harajuku.
 
I see plenty in Yoyogi Park during the week. Mainly at the front gate, closest to Harajuku station.
 
Thanks for clearing that up. I found a few guys (and two girls) there this afternoon even though it was raining around noon. I asked a guy and he said that there's a free park in Mitaka.
