with the exception of graduating, I believe it's called "dropping out"

Both 退学 (dropping out, in the sense of it being permanent) and 休学 (temporary, like taking a year off) were used where I worked.

And while there were others, the most common reason was 進路変更.

中退(the abbreviation of 中途退学) and 除籍(originally meaning "removing the student's name from register") also exist. While 中退 is used for leaving university voluntarily, 除籍 is for the cases being expelled by the school. These words don't cover graduation, anyway.

What about examples such as mother who wants to hide the status of their daughter who stopped attending university- what is the normal way to say that?

I don't think there is a common way of saying that in Japanese. The best choice I can think of now is, for example, 去年まで大学生でした。 "She was a university student until last year", i.e., "She is not a university student now". This expression works well whether dropping out or graduation.

As already pointed out, 退学 doesn't cover "graduation".
