in japanese does "I" come after "you" like an english? e.i. You and I are eating. "anata to watashi wa tabete imasu. i would think it would to show respect, but im not sure if it does or if it can go either way.

It is usually "Watashi wa anata to (issho ni=together) tabete imasu." Otherwise it sounds like both of you are the subject.

It depends if you are eating together....in that case, it is usually I am eating with you ("to" being with). If you both eating but not necessarily together, maybe you could say "Ima wa anata to watashi wa futaritomo (the two of us) tabete imasu." Does it sound alright? I'm not completely sure....
