See if any university in your area has a similar exchange. As far as I know, there aren't any of these big ones like JET. Why would there be, since JET has 6000 ALTs here?
If you can't/won't come here for job hunting, you are limited to a few eikaiwas and dispatch agencies that hire from abroad. You pay expenses to attend any interviews wherever they may be in your country (couple of locations in the USA, I think).
You won't need Japanese in most classrooms. It's usually prohibited anyway. Learn it for daily survival more than anything. It'll take years of concentrated study to be fluent anyway.
