I took it as Internet Banking, but found it not! Citi Bank started it in 1988, and Japanese banks followed it. One of my banks, Mitsubishi UFJ, seemed to have stopped its service in September 2021. "telephone bank" means "telephone banking service."
All of the answers are correct in a sense but you can't use the service unless you have a bank account to start with.
And if you have a bank account you must have some money in the bank.
