It's a phrase that doesn't have a set age range. It means when someone is first aware of feelings of love, romance, sex. It could start at puberty, but it could also last into a person's 20s.
If a young woman lived at her parent's house until, for example, college, and then went off to college in her 20s, the phrase could easily apply to her.

お is just an honorific. It doesn't change the meaning, not in this case anyway. So as I mentioned above, you shouldn't think of this word has having a hard start or cutoff date. An adolescent who starts to become aware of the opposite sex and starts to seek out the attention of the opposite sex (often with the side effect of being moody or rebellious towards his/her parents) could be described as お年頃. As mentioned above, this "phase" can last well into early adulthood.

Yes, exactly what I was thinking.If you look at time of the Fairy Tail world, Natsu, Wendy and Gajeel have traversed more than 400 years with all the back and forth through time gates. Their biologically ages, however, are different, and at the beginning of the manga, in X784, Natsu, Gray and Gajeel are 18 years old, Lucy and Juvia 17, Erza is 19, Wendy 12, and Laxus 23.
In the story, they spend 7 years in the Fairy Sphere, and should by all rights be 7 years older. But because teenage manga only work with teenagers, time was conveniently stopped, meaning that everyone is the same age after as when they went in. This means that 9 years later, in X793, which is when Fairy Tail ended (so far), Natsu, Gray and Gajeel are 20 years old, Lucy and Juvia are 19, Erza 21, Wendy 14, and Laxus 25.
