I have no clue WTH they mean. Sentence 2 shouldn't be: 柔道は日本の代表のスポーツです。???

と is for quotation.

日本を代表する modifies スポーツ. Nothing weird. (日本の代表の sounds awkward. 日本の代表的な can be an alternative to 日本を代表する, but the nuance is a bit different.)
