Usage of "following"

Lunch will be provided in the hotel restaurant, following a short tour and explanation by Head Chef Tony Lambini.

The above quote is from a textbook for TOEIC examination practices.

Which is correct?

1, Lunch is provided before a short tour.
2, Lunch is provided after a short tour.

When "following" is used like this, it means "after", right?
If a short tour follows the lunch, it should be "followed by...", right?

I simply want to make it sure that my understanding is correct.

I asked this because the explanation of the book was 1, which I supposed was simply wrong.

Good job catching & understanding it. My son's Japanese school teacher is not very careful like this. Frustrating.

Lots of fluent English speakers have problems understanding this.
It's about active and passive, as in interesting/interested, exciting/excited, for example.
In the above case the lunch is following (active) the tour, so it is after the tour.
One could also say: The tour is followed by (passive) the lunch, which is saying the same thing in a different way.
