Translation of WWII documents

I acquired two small books at an estate sale which I believe are in Japanese. The books are pocket-sized and in very fragile condition. Each book is stamped "This item has been examined and military information extracted all military information extracted Language Section G-2, 25th Inf. Div. Date 15 Feb. Initials (different on each book).

One book is printed and is partially burned. The other book is in pencil and pen. I have attached sample scans of pages and would like to get the sense of what each book is about, if possible. Additional scans are available. Can anyone help?

I cannot find a year indicated on the books. In January and February, 1943, the 25th Inf. Div. was engaged on Guadalcanal. In January and February, 1945 the 25th Inf. Division was engaged in combat against Japanese forces in the Philippines. It would be helpful to know the year these books were captured, if possible.

The first book (the printed, bound book) is a collection of imperial proclamations. Looks like it starts with a copy of the imperial declaration of war against Britain and the US.

The second (handwritten) book/notes will take someone with more patience and skill than I have. It looks like a soldier's diary, with entries from mid-to-late December (year unknown.). For example one of the entries from December 17th says, "Financial audit delayed".

It seems practical records of reports and instructions from the military; excerpt from instructions from Commander of Kwantung Army, records of the redeployment of troops, an order to save firewood, etc.
